Resumo

A relação entre agência e estrutura é tema de grande debate e fonte de problemas tanto na teoria institucional quanto na perspectiva multinível no contexto das transições para a sustentabilidade. Sugere-se que as microfundações da teoria institucional possam contribuir nesse sentido. No entanto, a noção de dualismo estrutural, que trata agência e estrutura como elementos opostos no processo de estruturação, impede avanços no entendimento das microfundações das instituições, principalmente no sentido de se compreender como os atores (individuais ou coletivos) absorvem e interpretam a estrutura para, finalmente, agir. Assim sendo, este ensaio propõe a adoção da noção de dualidade estrutural, que considera a estrutura tanto como meio para a ação quanto como resultado dessa ação. Isso pode ser feito por meio da utilização da strong structuration theory (SST), o que permitiria uma análise mais adequada de como se dá a relação entre os níveis micro e macro nas transições para a sustentabilidade.

The relationship between agency and structure is a topic of great debate and a source of problems both in institutional theory and in the multilevel perspective in the context of sustainability transitions. It is suggested that the micro foundations of institutional theory may contribute in this regard. However, the notion of structural dualism, which treats agency and structure as opposing elements in the structuring process, prevents advances in understanding the institutions' microfoundations, mainly in the sense of understanding how the actors (individual or collective) absorb and interpret the structure to finally take action. Therefore, this essay proposes the adoption of the notion of structural duality, which considers structure both as a means for action and as a result of that action. This can be done through the use of strong structuring theory (SST), which would allow a more adequate analysis of how the relationship between the micro and macro levels occurs in the sustainability transitions.
